President's Message:                                                                                                     June 2008

2008 ROBERT COLANGELO AWARD RECIPIENT

Patrick E. Kelleher, former NYPD First Deputy Commissioner (1997 – 2000); Chief of Detectives (1996-1997); and Chief of Internal Affairs (1995 -1996), is this year’s Robert Colangelo Award recipient.  Patrick Kelleher is currently the Director of Worldwide Security for Merrill Lynch, one of the world’s leading wealth management, capital market and advisory companies, where he is responsible for fraud control, executive protection, and corporate security.  His 31-year, distinguished career with the NYPD began in 1969.  He served in a myriad of commands that include the Organized Crime Control Bureau, the Police Academy, the Drug Enforcement Task Force, Patrol Borough Manhattan South, the Office of the Police Commissioner, and the Narcotic Bureau. He retired in 2000, and is credited with the reorganization of the Internal Affairs Bureau resulting in improved efficiency and effectiveness, and the expansion of the Detective Bureau, which resulted in 500 new investigators being assigned.  A past-president of A.P.P.L.E. (1997-1999), Patrick Kelleher served active duty in the United States Army from 1966 to 1968.   His efforts to improve and revitalize our organization, as well as his ideals and commitment have earned Patrick Kelleher this prestigious award. Congratulations

Last month’s guest speaker, Brigadier General Patrick Finnegan, a 41-year, highly decorated veteran of the United States Army, gave an informative address on the global war on terrorism.  From attacking terrorist networks at home and abroad and securing the homeland, to strengthening and sustaining the international fight against terrorism, Brigadier General Finnegan covered topics that included defeating terrorist leadership and personnel; eradicating sources of terrorist financing; enhancing military leadership; and emergency preparedness and response capabilities. Brigadier General Finnegan, a graduate of the US Army’s Airborne School; Army Command and General Staff College; and Army War College, just to name a few, served under Operations Desert Shield and Desert Storm.  On July 1, 2005, he was confirmed by the U.S. Senate as the 12th Dean of the Academic Board (Department of Law).

2008 A.A.P.L.E. LAW ENFORCEMENT OFFICER OF THE YEAR

Assistant Chief Joseph Fox, Commanding Officer, Patrol Borough Brooklyn South, is this year’s A.A.P.L.E Law Enforcement Officer of the Year.  A 27-year veteran of the NYPD, A.C. Fox began his career on patrol in the 70 Precinct.  He served in the 61, 62, 70 and 90 Precincts, the Inspections Division, the Internal Affairs Bureau, Office of the Deputy Commissioner of Training, the Warrants Division and Patrol Borough Brooklyn North.  Assistant Chief Fox has served as Commanding Officer of the 71 Precinct, the Office of the Chief of Internal Affairs Bureau and the Office of the Deputy Commissioner of Training; and as Executive Officer of the 71 Precinct and Patrol Borough Brooklyn North.  Assistant Chief Fox is a 1995 graduate of the Police Management Institute at Columbia University, and holds a Bachelor of Arts degree in Security Management from John Jay College.  His steadfast dedication to the NYPD and the community he serves has earned him this prestigious award. Congratulations.
